Touch interaction: Tap and hold two fingers on a 3D view to create a measurement. Then release the fingers and adjust the ends using one finger at the time.

Mouse interaction: Right click to open the menu and choose Distance. Click and hold the left mouse button and move the mouse to make the measurement.
